Abstract

This research was done to know Kulonprogo Regency government policy on poverty elimination through houses rehabilitation (PBR). The research used qualitative-descriptive approach, using informants (program commitees, poorfamilies beneficiaries, public figures), observation as data resources. Data was analysed through qualitative-descriptive technique. The research showed that houses rehabilitation program implemented in Kulonprogo Regency proved successfully on eliminating poverty, especially in providing houses for poor families. Houses rehabilitation implemented transparantly through submiting proposal, verification agreement for program beneficiary. The success of home rehabilitation could not be rid off regent commitment on his decree to cut 2.5 percent of each moslem local civil servant salary to fund the rehabilitation (managed by Bazda), and whole and active participation and sinergy support from related agencies, subdistrict leaders, entreprenur, funding institution, and community mutual cooperation as social capital. It recommended that home rehabilitation can be diseminated in other regions commited on poverty elimination

Abstract

The research on social attitude and community partcipation on the floods prevention aimed to describe community’s knowledge. Social attitude, and participation toward floods victims prevention and also the implementation of post-floods social rehabilitation. The research was conducted in the district of North Lampung, Lampung Province. Data were collected from various sources, such as documentation , in-depth interview, and observation. Through descriptive qualitative analysis, the results revealed that community’s knowledge and understanding about floods were quite high, so the floods prevention which was conducted by the social agencies and related social institutions were more effective in reducing the impact of floods. People tried to find social rehabilitation assistance for the flood victims. The proposed recommendation was there should be mitigation efforts towards floods prevention through regional regulation which regulates spacial building, implementation and enforcement of legislation on safety land use, as well as the development of the village disaster alert program that will be used to coordinating participation of community, improving the system of agriculture and socialization to the society about the causes and effects of floods,

Abstract

Incest is a kind of sexual violence conduct that mostly done by close person or related blood, the victims are girls in domestic areas. Children that should get protection and love to grow normally, but they are suffering from violence indomestic areas. This research is to describe the kinds of violence against children and girls, patriarchal value and culture that contribute to incest, and its sttlement. Data resources from local social institution, non-goverment organization, P2TP2A, WCC Aisyiah, RPTC of Bengkulu Social Agency, victims, and victim families. Data were gathered through interview, documentary analysis, and analysed through qualitative-descriptive technique based on incest cases. The result showed that violences against the girls were reflections of patriarchal value system, men domination over girls, and the strong against the weak or subordinated.The settlement were, not all the victims, family and community, having courage to report incest conduct, so the settlement needs serious effort and mindset change to reconstruct community having gender equality. Incest handling needs grand cultural and structural strategy, to combine eight ministres overseeing the case, through law enforcement or any policy and community culture to set up sinergy on handling incest, that needs comprehensive and continuity handling, on the perpretator, family, and incest victims.

Abstract

Poverty is one of main issue in many discussions in developing countries, including Indonesia. In some previous studies showed that unemployment has significant impact on poverty levels. The case study took the city of Yogyakarta as the region with the highest unemployment rate in Yogyakarta Special Territory (YST) but has the lowest levels of poverty. This paper attempts to reveal the influence of unemployment and poverty in Yogyakarta Municipalities via data in the last ten years. Through statistical analysis, the relationship between unemployment and poverty are tested and be seen to do. The results showed that in fact unemployment and poverty showed no significant effect with significant value 0.159 (greater than α 0.05) with directional value. This shows that there is no direct link between unemployment and poverty in the city of Yogyakarta, which can be caused by educated unemployment who are looking for work and are not included in the group of the poor.

Abstract

The research meant to descibe an analysis on exploration of disabled friendly cities held in ten cities, namely Medan, Padang, Jakarta, Bandung, Semarang, Yogyakarta, Surabaya, Denpasar, Balikpapan, dan Pontianak. Disabled friendly cities seen form four indicators. First, public space that deliberately built to support disabled existence. Second, building model (offices and shops) to go in and out for disabled. Third, local government regulation to protect and realize disabled friendly city policy. Fourth, disabled power that can be absorbed in government and privat offices. Fifth, the existence of disabled forum as representative of disabled existence. Data were gathered, first through documentary analysis related to local regulation on disabled. Second, through interview with local official agencies and disabled representative, third through direct observation inthe cities observed in supporting disabled existence. It was found that 50 percent of cities observed having local regulation that support disabled existence, 70 percent having no friendly public space, and only very low percentage all 10 cities observed have not absorbed yet disabled power in government and privat offices. It can be concluded that in all 10 cities observed, the existence of disabled have not been supported adequately, and there was noassociative relation among having local regulation on disabled existence, disabled friendly, and job absorbtion for disabled in goverment and privat offices. It is recommended that The Ministry of Social Affairs should promote the understanding and needs of disabled to local government and people, so they can create positive policy for disabled existence.

Abstract

This research to know the enfluence of family resilience towards youth attitude in drug abuses. This researh is correlational study. Research location ditermined purposively in Yogyakarta Municipality. Research subjects ditermined purposively as many 30 respondents. Research object was family resilience and youth attitude in drug abuses. Data were gathered through questionaire distribution, interview, and observation. Data were analyzed through regresive technique.The result showed that there was coorelative regresively between independent variable in family resilience physically (X1), psychically (X2), socially (X3), and spiritually (X4), towards dependent variable (Y) in youth attitude in drug abuses. It be concluded that family resilience variable physically, psychically, socially, and spiritually enfluence or contribute youth attitude in drug abuses. Based on that result, recommended that the Ministry of Social Affairs, through Directorate of Drug Abuses Victims, put foward a program to empower family resources, like physical (economic, education, knowledge), psychical, social, and spiritual resilience.

Abstract

The numbre of physical disabled coming from poor families are not fulfilled their basic rights, such as food, clothing, education, health and employment, showed an unqualified families in meeting their basic needs and attention to the disabled. The research aimed to find out the level of fulfillment of physical disabledbasic needs by their family. The type of research was descriptive, data collectedthrough interviews and observation techniques. The research location inOgan Komering Ilir, South Sumatra Province. Data were analyzed through descriptive tehnique. The research showed that lack of social support from family, especially parents, to meet basic needs of disables such as nutrition, education, health and employment.It recomendedthat is requiredto hold empowerment for of disable’s parents to improve their knowledge and ability to care and gain access to existing social services programs.

Abstract

This research to describe social attitude integration and ethnic prejudice in multicultural society. The research took place in Yogyakarta Municipality and Sleman Regency, Yogyakarta Special Province, based on consideration that thelocation resided by families of multicultures (heterogen), prone to interethnic conflict and brawl. Data gathering technique were interview and observation, respondents were 50 people of each location, whole was 100 respondents. Data analysis was qualitative-descriptive technique. The research showed that 79 percent respondents having social integration attitude, 21 percent having ethnic prejudice. The prevention against widening and deteriorating conflict, flaring up, social brawl are to enhance understanding, consiousness, and benefiting pluralism or various cultures as potensial resources, strength for joint progress. Social dialogue facility and communal activity by government and community need to be done. To the Directorate of Social Protection for Social Disaster Victims (PSKBS), General Directorate of Social Protection and Assurance, The Ministry of Social Affairs, need to hold a program on enhancing communal capacity (family) through socialization, education, and training of social harmony management (social integration) to prevent social conflict, set up interethnic community forum that can fill pluralism value so that families and community resilience can be realized.
